DUI or no DUI?

One month after accident. Accident report said there was a dui issued but nothing has been received. How long do they have to serve the ticket? This is for PA if that makes a difference.
my boyfriend was taken to the hospital and blood tested there. No test was done at the scene. He was in the hospital for a couple of days. When I picked up the police report it did not have the testing info, but said a dui was issued.

I may be wrong, but it depends on the laws in the state you are in. Let me guess. Small town?
There are laws about charges after the fact. If you are not charged at the scene, did the police get to the scene on time? These are some things you need to add.
