Are three DUIs (in Illinois) always a felony?

I know someone that just got herself a third DUI in the last ten years. This makes me sick, because she shows absolutely no remorse. She's bragging because her ticket shows a "Class A misdemeanor" so she won't be charged with the Class 4 felony that 3+ DUIs usually are in Illinois. What gives? Will the judge later change this charge to a felony or will she get off with a slap on the wrist - AGAIN?

She will go to traffic court and it will be upgraded to a criminal charge. The ticket just starts the process. The judge does this at her trial. She will get the class 4 felony. Just happened to a friend of mine. He went to traffic court for the ticket. And then they bumped it up to a felony after reviewing his record. He got 2 years in jail, fines and lost his license for 6 years.
